The University of Andina Néstor Cáceres Velásquez in Juliaca, its license denied by Sunedu, stands as a private educational institution nestled within the city of Juliaca, situated in the province of San Román, within the Puno region of Peru.
On the 5th of March, 2020, the National Superintendency of Higher University Education (SUNEDU) withheld its licensing due to non-compliance with several basic quality standards stipulated by university legislation. Consequently, the university is mandated to cease its operations within a four-and-a-half-year timeframe, commencing from the academic semester of 2020-I.
The roots of the University's formation trace back to 1965 when the process of professionalization was set into motion with the establishment of the UNSA-Filial in Juliaca. This process culminated in 1969 with the closure of Filials in Peru, during the military government era.
In the early 1970s, the University Peruvian Tupac Amaru (UPTA) was initiated, albeit informally, only to meet the same fate.
In January 1981, under the guidance of Mayor Luis Cáceres Velásquez, the Inspector of Culture and Education at that time, Journalist and Lawyer Braulio González Lima, led the first Multisectoral Provincial Commission Pro-Private University. Recognizing the failure of all National University initiatives, they considered creating a private institution. In February 1981, the Study and Project for the creation of the Universidad Privada Andina were presented before the Science and Culture Committee of the Chamber of Deputies, and the legislative proposal was eventually presented in the Chamber of Deputies, supported by parliamentarians Pedro Cáceres Velásquez and Darío Surco Mamani. This initiative was granted legal recognition by the President of Peru, Architect Fernando Belaunde Terry, through Law N.º 23738 on December 28, 1983.
Initiating its operations on October 23, 1981, this university bore the name of one of its revered progenitors, Dr. "Néstor Cáceres Velásquez." The institution officially commenced its journey, offering programs in fields such as Accounting, Civil Engineering, Business Administration, Education, Obstetrics, and Law.
The University Andina has expanded its academic offerings over time and currently boasts seven faculties, divided into 26 Professional Schools, spanning both undergraduate and postgraduate programs. It also hosts various institutions and departments, including the Institute of Languages and Informatics.
Upon obtaining definitive authorization from the National Assembly of University Rectors, the University began establishing its organizational structure as stipulated by University Law N.º 23733. In July 1992, after institutionalization, democratic elections led to the appointment of authorities and governing bodies, with Engineer Lucas Coaquira Cano becoming the inaugural Rector.
The University continues to flourish with seven academic faculties and 26 professional schools in its undergraduate program. The educational offerings encompass second specialization programs, diplomas, master's degrees, and doctorates, across primary campuses and itinerant sites.
While ranked within the middle tier of certain international university rankings, the University Andina Néstor Cáceres Velásquez has made consistent strides in positioning itself on the academic map. These rankings, grounded in bibliometric methodologies, take into account diverse measurable and replicable factors, such as academic reputation, employability of graduates, research citations, and web presence.
In early March 2020, through Resolution 034-2020, SUNEDU denied the institutional license for the university's operation, citing non-compliance with Basic Conditions of Quality as mandated by prevailing university legislation. While the university appealed the decision, claiming procedural irregularities, the appeal was ultimately deemed unfounded, solidifying the directive to halt academic and administrative activities by December 31, 2024. Under this resolution, the University is set to conclude its academic journey by the stipulated timeline, thereby concluding a chapter in its educational legacy.
