İzmir Kâtip Çelebi University was established on July 21, 2010, according to Law No. 6005 published in the Official Gazette No. 27648. It was founded as a scientific and autonomous institution with 10 faculties, 3 institutes, and 1 college. The university's first Rector was Prof. Dr. Galip AKHAN, who served from December 9, 2010, to September 12, 2017.

The university derives its name from the 17th-century Ottoman scholar, Kâtip Çelebi. As the 4th State University founded in Izmir, the decision to immortalize Kâtip Çelebi's name through the university brings a deep sense of pride. In order to maintain this honor, the university established the "Kâtip Çelebi and His Works Research Center" on May 29, 2013, as an integral part of its mission.

Kâtip Çelebi stood as a significant figure in the 17th-century Turkish intellectual realm, renowned for advocating positive and free thought. His remarkable contributions spanned across history, geography, and bibliography, encompassing not only Islamic scholarship but also a dedication to comprehending his era through engagement with Western sources.

Starting from December 10, 2010, the University Presidency began its services at İzmir Atatürk Education and Research Hospital, which was under the jurisdiction of the Ministry of Health. Later, in April 2011, it continued its services at Çiğli Municipality Additional Service Building and moved to the Çiğli Main Campus located in Balatçık Neighborhood in September 2011. Being the fourth state university in İzmir, IKÇÜ takes its name from the 17th-century Ottoman scholar Kâtip Çelebi.

IKÇÜ admitted its first students in the 2011-2012 academic year. As of now, the university consists of 14 faculties, 3 institutes, 1 college, 2 vocational schools, 21 application and research centers, and 20 coordinators. The university operates in two separate campuses, namely the Çiğli Central Campus and Çiğli Aydınlıkevler Health Campus.
